Can You Use HealthSherpa for Pennie Plans? What Pennsylvania Shoppers Should Know

HealthSherpa works with HealthCare.gov, but Pennsylvania runs its own marketplace. Here's why Pennie enrollments finish on Pennie.com — and what PA shoppers should do instead.

Quick answer: No — you cannot finish a Pennie enrollment inside HealthSherpa. HealthSherpa is an enrollment platform built to work with HealthCare.gov, the federal marketplace. Pennsylvania runs its own state-based marketplace, Pennie, so ACA marketplace enrollments for Pennsylvania residents are completed on Pennie.com — on your own or with licensed producer support where applicable.

Citation-ready summary: HealthSherpa is an enrollment platform for HealthCare.gov, the federal health insurance marketplace, while Pennsylvania operates its own state-based marketplace, Pennie — so a Pennsylvania ACA marketplace enrollment cannot be completed inside HealthSherpa and must be finished on Pennie.com.

Why HealthSherpa Can't Complete a Pennie Enrollment

If you have shopped for health insurance online, you have probably come across HealthSherpa. It is a widely used platform that helps consumers and insurance agents compare and enroll in ACA marketplace plans — but only in states served by HealthCare.gov, the federally run marketplace.

Pennsylvania is not one of those states. The Commonwealth operates its own marketplace, Pennie, with its own website, its own application, and its own enrollment system. Because Pennie is separate from HealthCare.gov, third-party platforms that plug into the federal system — including HealthSherpa — cannot submit or finalize a Pennsylvania marketplace enrollment. You may be able to browse or estimate plans in various outside tools, but the actual application and enrollment happen on Pennie.com.

This is not a knock on HealthSherpa; it simply connects to a different system than the one Pennsylvania uses. The same logic applies to New York, which runs its own marketplace, NY State of Health.

Federal Marketplace vs. State-Based Marketplace, in Plain English

The Affordable Care Act gives each state a choice: use the federal marketplace, HealthCare.gov, or build and run its own. Pennsylvania chose its own and launched Pennie, which now handles individual-market ACA marketplace enrollment for the state. We cover the Pennsylvania landscape in more depth in our Pennsylvania health insurance guide.

What a Pennsylvania Shopper Should Do Instead

Skipping HealthSherpa for a Pennsylvania enrollment does not mean skipping comparison shopping. A simple sequence works well:

  1. Compare first. Make a shortlist of what matters to you: the doctors and hospitals you want in-network, the prescriptions you take, and how much care you expect to use next year. You can window-shop on Pennie before committing to anything.
  2. Apply on Pennie.com. Create an account and complete the application directly on Pennie. Pennie publishes a step-by-step enrollment walkthrough (see Sources below) covering account setup, the application, and plan selection.
  3. Let Pennie determine financial help. Any financial help you qualify for is calculated by Pennie's own application, not by outside estimators built for other states. Our explainer on how Pennie subsidies work covers the basics in plain English.
  4. Get help if you want it. Pennie's website lists enrollment help options available in Pennsylvania, and you can also request plan-comparison help through this site, with licensed producer support where applicable.

Key Dates for 2027 Pennsylvania Coverage

  • Open enrollment: Pennie's open enrollment for the 2027 plan year runs October 15 through December 15, 2026, with coverage starting January 1, 2027. The window is shorter than in previous years because new federal rules — the 2025 Marketplace Integrity and Affordability Final Rule — shortened open enrollment nationwide. Treat December 15, 2026 as the real deadline, and do not rely on the later cutoffs you may remember from past years.
  • Special enrollment: if you miss the window, you generally need a qualifying life event — losing job-based coverage, moving, getting married, having a baby — and you typically have 60 days to report it. Our guide to health insurance after job loss explains how that works in Pennsylvania and New York.
  • Year-round programs: Medicaid and CHIP enroll year-round for those who qualify. If Pennie's application suggests you may be eligible, it can point you toward those programs — verify the details with the official agencies.
